Tile Palette toolbar controls are inaccessible when minimizing the window to its minimum width
How to reproduce:
1. Import the "Dragon Crasher" sample into the Unity
2. In the project window navigate to Assets -> Tilemaps -> _Palettes
3. In the Scene view click "Open Tile Palette"
4. Resize the Tile Palette window to its minimum width
5. Observe the Tile Palette window toolbar
Expected results: All controls in the toolbar still can be accessible or can be scrolled with the scrollbar
Actual results: Some controls become inaccessible
Reproducible with: 6000.0.9f1
Can't test with: 2021.3.40f1, 2022.3.36f1 (There are a fewer tools)
Reproducible on: macOS Sonoma 14.5 (Apple Silicon)
Not reproducible on: No other environment tested
