[Interactions] "Hold" interaction fires Performed phase as soon as the key is pressed.

Repro:
1. Download package and project at: https://github.com/Unity-Technologies/InputSystem
2. Go to folder: Assets -> Demo -> SimpleDemo
3. Open the SimpleDemo Scenne
4. Open SimpleControls InputAction asset
5. Select PrimaryAction under "fire" in the middle section
6. In the right section, remove Tap and Slow Tap from Interactions
7. Add Hold to Interactions and change "Hold Time" to 2
8. Enter Play mode and click left mouse button
Actual: Player fires as soon as the left mouse button is pressed
Expected: Player fires after the left mouse button is pressed for 2 seconds
