[WebGL] Editor freezes during Recompilation after Building using BuildPipeline.BuildPlayer
Reproduction steps:
1. Open user attached project
2. In the Menu Bar click Build -> Build Web
3. Edit any script
4. Focus Unity Editor to recompile
Expected result: The Editor recompiles
Actual result: The Editor freezes
Reproducible with: 2018.4.30f1
Not reproducible with: 2019.4.17f1, 2020.2.2f1, 2021.1.0b1
Notes: Only freezes after Building for WebGL

Note: This does not only occur with BuildPlayer builds, it will also occur if you build from the 'Build Settings' popup.
Another Note: This will also happen with a completely empty project. No need to load a sample project.
