Light theme icon set missing for Decal inspector
Steps to reproduce:
1. Create a new Unity project
2. Make sure that Editor theme is set to Light
3. In Hierarchy window add “URP Decal Projector”
4. In the Inspector window observe the tools icons

Actual results: Scene view editing tools are hardly visible in the Inspector window when Editor theme is set to Light
Expected results: Scene view editing tools are visible in the Inspector window when Editor theme is set to Light
