[VFX Graph][URP] Forward Decal is not projected on the surface when using Overlay Camera
How to reproduce:
1. Open the attached package
2. Open 'Repro' Scene
3. Select 'OVERLAY CAMERA' GameObject in the Hierarchy
4. Drag camera transform gizmo and observe decal's behavior of Overlay Camera
Expected result: Forward decal is projected onto the surface the same as in Main Camera’s view
Actual result: Forward decal is not projected onto the surface
