[VCS] Folder contents don't immediately refresh version control status when checking out root folder
How to reproduce:
1. Create a new project in your preferred workspace and open it
2. Connect it to Perforce
3. Create a new folder and a material within it, submit these files
4. Make sure your Project Window layout is set to "Two Column Layout" and that you do not have the version control window open (It forces a state update)
5. Select the newly create folder and make sure that its contents are also visible
6. Check out the folder and observe the contents
Expected result: the folder and its contents are immediately shown as checked out
Actual result: the folder is checked out immediately but its contents are not, an editor re-focus is needed to properly display the file's state
Reproducible in: 2020.1.0a17, 2019.3.0f2, 2019.2.17f1, 2018.4.15f1, 2017.4.35f1
