User can overlap the title bar with the blackboard window (or just the undocked)
drag the blackboard overlay from the default corner (top left) to anywhere in the graph while the graph's UI height is smaller then the black board UI and the blackboard overlay will hide the top left menu items.
repro:
* open graph
* drag the blackboard overlay from the top left corner onto the graph (floating inwhere)
* drag the graph window height smaller then the blackboard overlay UI
result: blackboard UI hides the top menu items.
expected: blakcboard UI never hides the top menu items. In this case, the blackboard UI should never overlap, exatly like when the UI in maximized.
