Character Joints unexpectedly rotate when a ragdoll is created using the Ragdoll Wizard
Reproduction steps:
1. Open the attached “ragdollest.zip” project
2. Open the “SampleScene”
3. Enter the Play mode
4. Observe the “Player” Ragdoll GameObject
Expected result: The “Player” falls on the ground without body parts spinning
Actual result: As the “Player” is falling its legs and head are spinning unexpectedly
Reproducible with: 2023.2.0a20, 6000.0.22f1
Not reproducible with: 2022.3.48f1, 2023.2.0a19
Couldn’t test with: 2021.3.44f1 (The Ragdoll configuration does not work properly)
Reproduced on: Windows 11
Not reproducible on: No other environment tested

- Changing Dumper/Spring value does not help

I just checked as well, and the problem is still there. It works fine in Unity 2023.1.19f, but 2023.1.20f is broken in all versions of Unity 2023.2.xx. Additionally, the ragdoll doesn't work anymore in Unity 6000.0.22f.
