[URP] "RenderingCommandBuffer: invalid pass index" errors when opening URP sample scenes

Reproduction steps:
1. Open new URP Template Unity project
2. In Package Manager, select "Universal RP" package and import "URP Package Samples"
3. Open scene "AmbientOcclusion"
4. Observe Console window

Expected result: No errors
Actual result: "RenderingCommandBuffer: invalid pass index 1 in DrawMesh", "RenderingCommandBuffer: invalid pass index 2 in DrawMesh", "RenderingCommandBuffer: invalid pass index 3 in DrawMesh" errors

Reproducible with: 12.1.0 (2021.2.0b16), 13.0.0 (2022.1.0a12)
Not reproducible with: 12.0.0 (2021.2.0b15), 13.0.0 (2022.1.0a11)
Could not test with: 2019.4.30f1, 2020.3.21f1, 2021.1.23f1 (Samples not available)

Notes:
1. The issue no longer reproduces after reopening the scene or project
2. The issue reproduces with the following scenes - AmbientOcclusion, ProxyLighting

  1. Resolution Note (fix version 13.1.2):

    Fixed in URP 13.1.2, which is available in 2022.1.0b1

    Still happens in 2021.3 LTS O_o not just for sample scenes, either.

    Will this fix be backported to URP 12.1.x ?

    It still persists in the latest URP 12 & Unity 2021.3 LTS version

    I am using Unity 2021.2.15f1 and followed the first 4 steps above, but didn't even open any demo or sample scenes, and got the error referenced in the title of this page.

    just tried urp 2022.1.0b2, urp 13.1.3 and the invalid pass error is still there.

    yeah, it's still there in urp 12.1.1, unity 2021.2.7. Why isnt it fixed in urp 12 and above? Only for urp 13 and unity 2022 which is in beta
