[URP] Pressing Ctrl clears the Scene View
*Steps to reproduce:*
1. Open the attached repro project using 2023.3.0b9
2. Ensure that Universal RP is active
3. Select an object in the Scene View
4. Press ctrl
*Actual results:*
The Scene View is cleared and the grid is drawn with a different projection to that of the camera
*Expected results:*
Ctrl should not affect the drawing of the Scene camera
