Incorrect name under Window > Panel after project restart

Steps to reproduce:
- Create a new project.
Either:
- Open the Test Runner window under Window > General > Test Runner
- Restart the project.
- Check the context menu in Window > Panel
Or:
- If the Test Runner is already in the Layout of a new project, this issue can sometimes be seen right away without a restart.
Actual results: The Test Runner panel name should display as "Test Runner"
Expected results: The panel name is "Test framework for running Edit mode and Play mode tests in Unity. Part of the com.unity.test-framework package."
Reproducible with versions: 6000.0.2f1, 2023.1.20f1 {}{{}}(See notes)\{}
Not reproducible with versions:* 2021.3.38f1, 2022.3.28f1
Tested on (OS): Primarily macOS, also seen on Ubuntu 20.04
Notes:
- {}{{}}While I seem to be able to reliably repro in 6000.0.2f1,\{} earlier versions are less reliable for me. This is the earliest version where I managed to repro in. Continuing to investigate, please contact if more info needed.
Have only been able to reproduce this issue with Test Runner so far.
- There is no issue with the Panel name until after the project is restarted.
