[URP] BatchRendererGroup shader flickers when "Light Layers" is enabled in Universal Render Pipeline asset
Reproduction steps:
1. Open the attached project “BatchGroupFlicker”
2. Enter the Play Mode
3. In Project window select “Assets/Settings/New Universal Render Pipeline Asset.asset”
4. In the Inspector window, click on three dots located on “Lighting” bar and select “Show Additional Properties”
5. Under the “Lighting” section, change “Light Layers” property value to true
6. Observe the Scene view
Expected result: Cubes maintain stable appearance
Actual result: Cubes flicker
Reproducible with: 2021.3.21f1
Couldn't test with: 2020.3.46f1 (A Hybrid Renderer V1 batch is using the shader "Universal Render Pipeline/Lit", but the shader is not compatible with Hybrid Renderer V1), 2022.2.12f1, 2023.1.0b9, 2023.3.0a8 (error CS1061: 'BatchRendererGroup' does not contain a definition for 'GetBatchMatrices)
Reproducible on: Windows 10
Not reproducible on: Intel macOS 13.2.1
