[Windows] Lens Flare doesn't work in the Lens Flare Showroom URP Sample Scene
*Steps to reproduce:*
# Create a Universal 3D Project
# In the Package Manager import "URP Package Samples" from the Universal RP Package
# In Project Settings > Quality > Render Pipeline Asset switch to "PackageSamplesURPAsset"
# Open Scene "LensFlareShowroom" and observe Game View
*Actual results:* Game View is black and no Lens Flare is displayed
*Expected results:* Lens Flare is shown in the Sample Scene
*Reproducible with versions:* 2023.3.0a18, 6000.0.1f1
*Not reproducible with versions:* 2021.3.38f1, 2022.3.28f1, 2023.1.20f1, 2023.2.20f1, 2023.3.0a17
*Tested on (OS):* Windows 11 (Reproducible), macOS Sonoma M1 (Not Reproducible)
*Note:* The Scene "SunFlare" also doesn't display the Sun Flare correctly
