Unity crashes after changing the Scripting Runtime Version from Experimental .NET 4.x to 3.x when your target is .NET Standard
Steps to reproduce:
1. Create a new project
2. Switch platform to UWP
3. Set Scripting Runtime Version from Experimental .NET 4.x and .NET Standard
4. Set .NET to 3.x
5. Observe the crash, you will not bee able to open the project
Actual results: Unity crashes
Expected results: Unity should not crash
Reproduced with: 2018.1.0b7, 2018.1.0a1
