UI handles in scene view are detached from UI elements
Reproduction steps:
1. Create a new project.
2. Create UI "Image" GameObject
3. In the Scene view resize, rotate or move the UI object
Expected results: the handles on UI objects when resizing, moving, and rotating looks the same as other handles for game objects
Actual results: the handles are misshapen while scrolling, transforming, and rotating
Reproduced in: 2021.2.1f1, 2022.1.0a13
Not Reproduced in: 2019.4.31f1, 2020.3.21f1, 2021.1.27f1, 2021.2.0f1, 2022.1.0a12
