Standalone build crashes in vkEnumerateInstanceLayerProperties when it is launched with -force-vulkan-layers argument
To reproduce:
1. Open the project, attached by the user (VulkanTest.zip)
2. Build it for Windows standalone
3. Download Vulkan SDK from here: https://vulkan.lunarg.com/ and install it
4. Launch the build via command line with -force-vulkan-layers flag
Expected: the player does not crash when launched with -force-vulkan-layers flag
Reproduced in 2017.4.8f1, 2018.1.9f1, 2018.2.2f1, 2018.3.0a6, 2019.1.0b2, 2019.2.0a3
