Rect Transforms once locked by Layout Group stay locked when moved out of the locking parent object
How to reproduce:
1. Create a new Project
2. In the Hierarchy Window create a new Canvas and a Button object
3. Observe the Button settings in the Inspector Window
4. Create a new Empty Object and add a Vertical Layout Group component to it
5. Parent the Button to the Empty Object
6. Unparent the Button and observe its settings again
Expected result: Unparanting the button unlocks its scaling/position settings
Actual result: Unparented button still has its scaling/position settings locked as if still affected by the Layout Group component
Reproduced in: 2018.3.0a5, 2018.2.1f1, 2018.2.0a1
Not reproducible: 2018.1.9f1, 2017.4.6f1, 2017.2.3p2, 2017.1.5f1
