PreviewRenderUtility.camera.backgroundColor doesn't have any effect on the preview window
Steps to reproduce:
1. Download 1176854_repro.zip
2. From Toolbar open My custom Tools -> PreviewRenderUtility Test
3. In the newly opened window add a game object
Expected results: Background is blue the custom object preview window
Actual results: Background isn't rendered (grey color) in the custom object preview window
Reproduced with: 2018.4.7f1, 2019.2.2f1, 2019.3.0a12
Not reproducible with: 2017.4.32f1
