PhysicsFixedUpdate has large performance spikes
Steps to reproduce:
1. Download and open the attached project
2. Enter Play mode
Expected result: no performance spikes as the scene is minimal
Actual result: random high performance spikes
Reproduced on 2018.1.0a7, 2018.1.0b6, 2018.2.0a1
Not reproduced on 2017.3.1f1, 2018.1.0a1, 2018.1.0a6
Regression introduced in 2018.1.0a7
Notes:
-issue is reproducible without vr, but the spikes happen about 3 times as often with it
