Localization/InputSystem asset is not removed from Preloaded Assets list
Reproduction steps:
1. Open the user's attached project
2. Select Edit/Project Settings/Player and find Other Settings/Optimization/Preloaded Assets field
3. Set Preloaded Assets Size to 0
4. Build the project
5. Observe Preloaded Assets list
Expected result: Preloaded Assets list is empty
Actual result: Localization Asset is added
Reproducible with: 0.6.0-preview - 0.9.0-preview (2019.4.19f1, 2020.2.3f1, 2021.1.0b2, 2021.2.0a2)
Could not test with: 2018.4.31f1 (errors when building Player)
