Layout Groups do not unlock Rect Transform Width/Height when unchecking Child Controls Size options Width/Height
To reproduce:
1. Open the attached project
2. In the Hierarchy go to Canvas -> GameObject
3. In the Inspector Horizontal Layout Group -> Child Controls Size check and uncheck Width or Height
4. Select the Button in the Hierarchy, which is the Child of a GameObject
Expected result: The checked and unchecked Width/Height of the Button is editable
Actual result: The checked and unchecked Width/Height of the Button cannot be edited
Reproducible with: 2018.2.0a1, 2018.2.3f1, 2018.3.0a8
Not reproducible with 2017.2.3p3, 2017.4.9f1, 2018.1.9f1
