Layout Group child object's Width and Height cannot be changed when Child Controls Size is unchecked
How to reproduce:
1. Open the attached "TestFor1060469.zip" project's SampleScene
2. Select ParentPanel GameObject from the Hierarchy
3. In the Inspector window uncheck Child Controls Size in the Vertical Layout Group Component
4. Select ChildPanel GameObject from the Hierarchy
5. Try to modify its Width and Height in the Inspector window
Expected result: Selected UI element's Width and Height can be modified
Actual result: Selected UI element's Width and Height cannot be modified
Reproducible with: 2018.2.0a1, 2018.2.0f2, 2018.3.0a5
Not reproducible with: 2017.1.4p2, 2017.2.3p1, 2017.4.7f1, 2018.1.9f1
