Editor crashes when the Shader variants are being stripped in the project building process

How to reproduce:
1. Open the attached "case_1361040" project
2. Open the "Login" Scene
3. Build the project

Expected result: The project is built successfully
Actual result: Universal RP Shaders cause memory allocation issue that leads to crash

Reproducible with: 12.1.1 (2021.2.4f1), 13.1.1 (2022.1.0a16)
Not reproducible with: 10.7.0 (2020.3.24f1)
Couldn't test with: 7.7.1 (2019.4.33f1), 10.7.0 (2020.3.24f1) (downgrading leads to many user's scripts errors)

    I will tell you the result in the versions that werent tested (Couldn't test with: 7.7.1 (2019.4.33f1), 10.7.0 (2020.3.24f1))

    It will work correctly. This issue happens every since URP 12 (2021.2). I tested in urp 11 too (2021.1) and it worked. It happens from URP12 forward to any version.
