Disabling and enabling an action map inside an update frame breaks modifier tracking
How to reproduce:
1. Open the user’s attached “InputSystemLayerBugRepro.zip” project
2. Enter Play Mode
3. Press CTRL + W on the keyboard
4. Press W on the keyboard
5. Press 2 on the keyboard
6. Press CTRL + W on the keyboard
7. Observe the Console window
Expected result: "Action WITH MODIFIER (1) performed” is printed
Actual result: “Action (1) performed” is printed
Reproducible with: 1.4.1 (2021.3.0f1), 1.6.1 (2021.3.27f1, 2022.3.1f1, 2023.1.0b20, 2023.2.0a18)
Reproduced on: macOS 13.2.1 (Intel)
Note: with Input System 1.3.0 "Action WITH MODIFIER (1) performed” and “Action (1) performed” are printed
