ConfigurableJoint rotates to targetRotation every time its gameobject is deactivated and activated
Steps to reproduce:
1. Download and open the attached project
2. Enter Playmode
3. Observe configurable joint rotation
Expected result: joint ceases to be rotated after finishing it's first rotation to target rotation
Actual result: joint continues to rotate from current rotation to (current rotation + target rotation) each time it is re-enabled
Reproduced on 2017.4.12f1, 2018.1.9f2, 2018.2.9f1, 2018.3.0b3, 2019.1.0a2
Notes:
-Project is setup so it would de- and re-activate every frame, but same result can be caused by singular reactivations
-The same does not occur for targetPosition unless Auto Configure Connected Anchor is enabled
