Blue icons (corners and pivot) of RectTransform are displaced
To reproduce:
1. In any project, create a Canvas
2. Observe that RectTransform's corner handles are not exactly centered on the corner
Expected: the handles should be centered on the corner
Actual: the corner handles are offset a bit and aren't centered right on the corner
Reproduced in 5.6.0b3, 5.6.0f3, 5.6.5p2, 2017.1.3p1, 2017.2.2f1, 2017.3.1p2, 2018.1.0b9, 2018.2.0a1
Did not reproduce in 5.6.0b2
