Animation Controller states cannot be selected when dragged past a certain part of the Animator window
To reproduce:
1. Open a new project
2. Create and open Animation Controller
3. Drag any state up the grid
4. Attempt dragging again
Expected: The animation states can be dragged wherever
Actual: Animation states can not be selected after being dragged past a certain area
Reproduced with: 2020.1.0a20, 2020.1.0a23
Not reproduced with: 2019.3.1f1, 2020.1.0a19
