A glare from the Light Placement Tool is visible when the Main Camera is set to "Perspective"
How to reproduce:
1. Open the attached “IN-109421” project
2. Open the “SampleScene”
3. Dock the Scene and Game view next to each other so both are visible
4. In the Hierarchy, select the “Directional Light” GameObject
5. In the Scene View, click on the Light Placement Tool on the left toolbar
6. Hold right click and move around in the Scene View with the mouse
7. Observe the result in the Game View
Expected result: There is no glare on the Terrain
Actual result: There is a glare on the Terrain
Reproducible with: 2023.3.0b1 (a9472903d2b0), 6000.0.54f1, 6000.1.14f1, 6000.2.0b12, 6000.3.0a3
Not reproducible with: 2023.3.0a19
Reproduced on: Windows 11
Not reproduced on: No other environment tested
Note: The issue does not reproduce when the camera is set to “Orthographic”
