[Android] SystemInfo.supportsAudio inconsistency when built

Reproduction steps:

# Open the user’s attached project (“ACTk-2021.3.zip”)
# Make sure Project Settings > Audio > Disable Unity Audio is toggled on
# Build and run on PC Standalone
# Build and run on an Android device
# See the Supports Audio readout shows different values on PC and Android

Expected result: The build will report “Supports audio: False”
Actual result: The build will report “Supports audio: True”

  1. Resolution Note (fix version 2023.2.0a1):

    Fixed a bug where SystemInfo.supportsAudio would return true on some platforms and false on others, when Unity Audio is disabled. We now always return false in this case.
