[Android][Input System] Input is detected as active in the Input Debugger when performing a quick release with an external controller
How to reproduce:
1. Open the “ControllerIssue.zip“ project
2. Open the “SampleScene“
3. Build and Run for Android
4. Connect a controller to the Android device
5. Open the “Windows > Analysis > Input Debugger“
6. Choose the Android device in the “Remote devices” dropdown
7. Expand the “Devices > Remote > Autoconnected Player“ and choose the controller
8. On the controller, press one button from the D-Pad and one other button at the same time and quickly release all of them
9. Repeat step 8 around 10 times (it might reproduce in a few tries might take almost 10 times)
Expected result: The Device Controls Value does not get stuck after a quick release
Actual result: The Controls Value gets stuck after a quick release
Reproducible with: 1.11.2 (6000.0.25f1), 1.14.1 (6000.0.55f1), 1.14.2 (6000.0.57f1, 6000.2.3f1, 6000.3.0b1)
Reproducible environment: macOS 15.6.1 (M4 Max), Windows 11 (Reporters)
Not reproducible environment: No other environment tested

Notes:
- If the buttons and pressed and released again, the Value gets unstuck, for a few more entries and then gets stuck again until the next device control input
- Not reproducible on iOS, macOS Standalone, macOS editor, Switch environments
- Reproducible with both the bluetooth connected controllers and cable connected ones
