[Android] Cannot build obb when splitting the application binary
Android build fails when attempting to build obb when splitting application binary with the following stderr:

Error: Failed to create the package
Error: Failed to add obbassets\76877213-4491-4049-bdf2-ad69dedb3873
]
To reproduce:
1) Download the project from: https://oc.unity3d.com/index.php/s/1XrHqDp7awJ4Eh9
2) Rebuild the Asset Bundles
3) Attempt to build for android.
You will also be able to see the build errors I encountered in the attached editor logs.
Android SDK Build Tools version: 28.0.3
JDK: 1.8.0_161
Reproduced in 2019.1.0a9, 2019.1.0a7
Did not Reproduce in 2019.1.0a6, 2019.1.0a5, 2019.1.0a1
Regression found in 2019.1.0a7
