Additional settings dropdown in Terrain Overlay is not grayed out for painting modes with no extra settings
How to reproduce:
1. Create a new Unity project
2. In the Hierarchy, right-click -> 3D Object -> Terrain
3. In the Inspector, switch to the "Paint Terrain" mode
4. Switch to the "Raise or Lower Terrain"
5. In the Scene view, navigate to the brush settings Overlay
6. Observe the results
Expected results: The dropdown is grayed out because this brush has no additional settings
Actual results: The dropdown can be clicked and the tooltip "This tool has no extra tool settings!" is thrown
Reproducible with: 6000.0.58f1, 6000.2.5f1, 6000.3.0b2
Reproducible on: macOS Sequoia 15.6 (M1)
Not reproducible on: No other environment tested
Note: The tooltip is also thrown with an offset
