Windows Editor Performance Timing Bar Time Labels overlap the Timing Progress Bars and other Layout Issues
Steps to reproduce:
- Create a Project on Windows with Developer/Internal Mode enabled
- Observe the Splash Screen
Actual results: Timing Bar Time Labels overlap the Timing Bars, text on Performance Bars is enlarged, the "Update Baseline" text is truncated
Expected results: Labels are indented and spaced out, text in loading bars is smaller and "Update Baseline" option is not truncated and fully visible

Not reproducible with versions: 2021.3.54f1, 2022.3.65f1, 6000.0.54f1, 6000.1.12f1, 6000.2.0b10, 6000.3.0a1
