Objects become see-through when Cloud Layer is turned on
How to reproduce:
1. Create a new HDRP project
2. In the Hierarchy search bar write "Global"
3. Select the "Volume Global" object
4. In the Inspector open the "Visual Environment" drop-down tab in the "Volume "Component
5. Press the "Add Override" button
6. In the Search bar write "Cloud Layer" and add it
7. Change "Sky type" into "Physically Based Sky"
8. Turn on the "Background Cloud" setting
9. Change the "Background Cloud" setting to "Cloud Layer"
10. Go into any room in the area generated by the HDRP project
Expected result: The clouds are not seen through walls
Actual result: The clouds are visible through walls
Reproducible with: 12.0.0 (2021.2.0b14, 2021.2.0b16, 2022.1.0a12, 2022.1.0a11)
Couldn't test: 7.7.1 (2019.4.31f1 (No Global Volume settings)), 10.6.0 (2020.3.21f1, 2021.1.26f1, 2021.2.0a1 (No Cloud Layer setting)), 12.1.0( 2021.2.0a10, 2021.2.0a21, 2021.2.0b13, 2022.1.0a10(Errors when creating template project))
