Unity Shader Compiler Task process have high CPU usage when installing HDRP package
Reproduction steps:
1. Create new 3D project
2. Open Scene "SampleScene" from Project tab
3. Open your Task Manager
4. Open Package Manager from Windows > Package Manager
5. Install High Definition RP package
6. Observe CPU usage in Task Manager
Expected result: Shader Compiler process is used with low priority allowing User to still use other applications
Actual result: Shader Compiler process is used with normal priority not allowing User to still use other applications
Reproducible with: 7.6.0 (2019.4.29f1), 10.5.1 (2020.3.14f1), 11.0.0 (2021.15f1), 12.0.0 (2021.2.0b4, 2022.1.0a2)
Notes:
- Tested on Windows
- Shader Compiler Task will have high CPU usage for much longer when upgrading to an HDRP version after 10.5.1
