Setting Playable time exactly at a Animation Event triggers it even if the Playable is paused
How to reproduce:
1. Open the attached project
2. Open Scene
3. Click Play
4. Click on the Screen and wait for the animation to finish
5. Click on the Screen again
6. Observe Console
Expected result: Only 'Set time to 0' is logged
Actual result: 'Set time to 0' and 'Event 1 occurred at time 0 in state Paused' is logged
Reproducible with: 2019.4.15f1, 2019.4.24f1, 2020.1.13f1, 2020.1.17f1, 2020.2.0b11, 2020.3.5f1, 2021.1.4f1
Not reproducible with: 2018.4.33f1, 2019.4.14f1, 2020.1.0a1, 2020.1.12f1, 2020.2.0a1, 2020.2.0b10, 2021.2.0a1, 2021.2.0a13
