Timeline zoom-in is delayed when Timeline is continuously zoomed out after maximum zoom level is hit
Steps to reproduce:
1. Open the attached project (case_1214228.zip)
2. Select "Test" Game Object in the Hierarchy
3. Open the Timeline window (Window -> Sequencing -> Timeline)
4. Zoom out the Timeline as much as Unity allows
5. Continue zooming out for ~10 seconds
6. Start zooming back in
Expected result: Timeline immediately starts zooming in
Actual result: Timeline starts zooming in after some delay
Reproduced in: 2017.4.37f1, 2018.4.17f1, 2019.2.21f1 (Timeline 1.1.0), 2019.3.0f6 (Timeline 1.2.10), 2019.3.0a1 (Timeline 1.3.0-preview.2), 2020.1.0a21 (Timeline 1.3.0-preview.6)
Note:
- Reproduction is not 100% consistent as sometimes the Timeline starts zooming back in right away
