Skinned Mesh Renderer Bound gizmos are offset/rotated, cloth mesh is distorted, saving prefab results in cloth mesh flicker

How to reproduce:
1. Open attached project "Issues cloth component and prefab.zip" and scene "SampleScene"
2. Test the issues listed below

Reproducible with: 2018.4.11f1, 2019.2.10f1, 2019.3.0b7, 2020.1.0a9
Could not test with: 2017.4 due to errors in Console window

Expected Results:
In Prefab Mode, selecting or deselecting the coat does not set prefab as dirty
While the prefab is saving the coat does not fall on the ground
Skinned Mesh Renderer Bounds gizmo in Scene view is not rotated and not offset
Coat mesh is not distorted. While saving Coat mesh is not flickering/not distorting.
