[Android][GLES3] Tessellation Shader is broken on Android Adreno GPU OpenGLES3
Steps:
1. Build apk with OpenGLES3 and install the apk on a Adreno GPU phone
2. Keep clicking "Next Scene" button on the screen and observe
-> The first scene is an empty scene (only skybox)
-> The second scene has tessellation shader objects
3. Keep clicking "Next Scene" and you should see the objects look broken
Expected and actual result please refer to attached picture.
Reproducible device: Google Pixel 2
Not reproducible on this device: Samsung Galaxy Note 8 (SM-N950F, Mali GPU), works totally fine
Reproducible in : 2018.2.0a1, 2018.1.0b8, 2017.3.1p1, 2017.2.1p4
Not reproducible in : 2017.1.3p1, 5.6.5p1
