"You seem to be offline" error prevents downloads through Package Manager
Reproduction steps:
1. Open a new or an existing project
2. Open the Package Manager or the Asset Store
3. Try to download a Package or an Asset
Expected result: The Package or Asset is downloaded successfully
Actual result: "You seem to be offline" error is thrown and the download is unsuccessful

This is still an active bug. It is caused by unity's package manager not respecting NlaSvc internet probing being disabled. Various other parts of unity do not have this problem because there's no reason to check for internet connectivity instead of just issuing a network request and handling whether it succeeds or fails, like the rest of the parts of unity that do not have this bug.

Resolution Note:

Most commonly it is solved by editing the NCSI configuration.
