How to reproduce:
1. Create a new project
2. In Editor, open "Window" -> "Package Manager"
3. in Package Manager, observe listed packages

Expected result: no errors are thrown
Actual result: a few pacakges have a red icon, selecting the package the following error is thrown "You don't have entitlements for this package"

Reproduces with:
an upgrade from 2020.1.0a21 to 2020.1.0a24
an upgrade from 2020.1.0a19 to 2020.1.0a20

Does not reproduce with:
a downgrade from 2020.1.0a21 to 2020.1.0a20

Workarounds that might help:
1. Restart the Editor
2. In Editor, right-click on Assets folder -> Reimport All
3. In the Project directory, delete every folder and leave only "Assets", "Project Settings", "Packages" and "User Settings"
4. Upgrade or downgrade Unity version

    problem exists in Unity 2020.2.7f1, really embarrassing to see it still exists in 2021.1.2f1
    deleting 'Library' did not solve
    restarting did not solve
    Reimport All did not solve
    leaving only "Assets", "Project Settings", "Packages" and "User Settings" did not solve

    Not fixed in 2021.1.2f1!
    I can't create new project.
    if Create new project i got the errors.
    then if i close the editor i can't open the project any more.
    unity just closed and go back to hub.
    delete library folder doesn't help.

    for people who are still struggling you can go to the folder in which you created the project and delete the library folder and the open the project again. (temporary fix until this issue is fixed)

    I downloaded the ecs samples zip from unity's github and when I tried opening the project I came to know that it is for unity 2020b(forgot the exact version). I was having the latest stable release 2020.1.4f1 so I downgraded it and got this issue after opening.

    This issue is NOT resolved it has happened to me twice in 2020.1.3 and I am getting a bit irate as it takes a full HOUR to reimport all my assets after deleting the Library folder.

    Note, I closed the project and re-opened and the errors went away.

    Same issue with 2020.2.11 URP clean install.
