[XR][XR Interaction Toolkit] Controller connection interruptions disable all XR Interactors through Controller Manager Script
Repro steps:
1. Open attached project
2. Build and Run on Android
3. After the app launches connect the headset to an Oculus Link supported machine
4. Dismiss the data access and Oculus Link Beta pop-ups
Actual: Notice that the XR Ray interactions are gone
Reproducible with: 2020.1.0b12, 2020.2.0a15

After the app loses focus utilizing the use command once returns the ray interactor or teleport ray.
