Upscaling filters don't work with XR when using URP
Reproduction steps:
- Open the user's attached project
- Enter Play Mode
- Observe Game View
Expected result: Filter is used
Actual result: Pixel edges are blending
Reproduced with: 1.4.1 (2022.2.0a13), 1.4.2 (2020.3.35f1, 2022.2.0a16)
Could not test with: 2019.4.40f1 (can’t test with OpenXR), 2021.3.4f1, 2022.1.5f1 (error occurred while resolving packages)
Reproducible on: Windows 11

Upscaling filters DO work in HDRP. This problem seems to only happen in URP.
