Shadows disappear when looking at a certain angle in Scene view and using Cloud Shadows with Volumetric Clouds
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/OutdoorsScene.unity” Scene
3. In Scene view, look up so that the mountains are at the bottom of the Scene view
Expected result: Shadows exist
Actual result: Shadows disappear
Reproducible with: 2023.3.0a12 (3268c45751a1), 6000.0.50f1, 6000.1.4f1, 6000.2.0b3, 6000.3.0a1
Not reproducible with: 2022.3.62f1, 2023.3.0a11 (e6d77d26a287)
