[XR SDK] [URP] [Oculus] Camera view breaks after StopSubsystems() and DeinitializeLoader() are called
Reproduction steps:
1. Open the attached project ("XRTest.zip")
2. Open "SampleScene" scene
3. Enter Play mode
4. Open Game and Scene windows side by side
5. Select "XRRig" Game object
6. Press the "Stop VR" button in the Game window
Expected result: Game view keeps moving together with "XRRig" Game object
Actual result: Game view becomes stuck
Reproducible with: URP 7.5.1, 10.1.0 (2019.4.17f1, 2020.1.17f1, 2020.2.0f1, 2021.1.0a10)
Reproducible with: URP 10.2.0 (2020.2.0f1, 2021.1.0a10)
Could not test with: 2018.4.30f1 (XR SDK not available)
