[XR] Preloaded Assets increased by 1 with each build when using Open XR Plugin
Reproduction steps:
1. Open the user's attached project
2. Open Edit > Project Settings > Player
3. Observe Preloaded Assets
4. Build and Run the project
5. Observe Preloaded Assets
Expected result: Preloaded Assets stayed the same
Actual result: Observe Preloaded Assets increased by 1
Reproduced with: 1.2.8 (2020.3.31f1), 1.3.0 (2020.3.31f1), 1.3.1 (2020.3.31f1, 2021.2.16f1, 2022.1.0b13, 2022.2.0a8)
Could not test with: 2019.4.37f1 (couldn't test due to Open XR errors)
