[WSA][WP8.1] Build fails when project contains "Unity Test Tools"
To reproduce:
1. Build attached project
2. Build fails
Reproducible: 5.4.0b15, 5.3.4p3, 5.0.1f1
Workaround:
Changing "Compilation Overrides" from "Use net Core" to "None" editor is able to build solution.
