[WSA] WebcamTexture stops playback after minimazing application
Reproduction steps:
1. Build & run the attached project
2. Press "Play" button to start web cam texture
3. Minimize the window
4. Wait for several seconds
5. Bring the window back
6. See, that playback stopped
Reproducible both on x86 and ARM, using both 5.1 and 5.3
