[Windows] Unable to use Undo if Editor layout is set to default
How to reproduce:
A:
1. Create new project
2. Reset layout to default (even if it’s already default)
3. Move camera in the scene view
4. Press CTRL + z or Edit -> Undo
B:
1. Create new project
2. Play with Layouts, create some stuff.
3. Press File -> New Project
4. Play with Layouts again and press Default Layout
5. Edit object and press CTRL + z or Edit -> Undo
C:
1. Create new project
2. Set layout to the default
3. Move asset store tab next to project and console tabs
4. Press File -> New Project
5. Move asset store tab back
6. Set layout to the default
7. Edit any object and press CTRL + z or Edit -> Undo
Actual result: Undo doesn’t work
Note: these steps reproduces 50% of times only and only on Windows
Reproduced with: 2018.3.0a8, 2018.2.3f1, 2018.2.0b10
Not reproduced with: 2018.1.9f1, 2018.2.0b9
Regression since: 2018.2.0b10
