[WinEditor] The launch screen does not redraw correctly when moved to a display of a different scale
How to reproduce:
1. Create and open a new project
2. While it's opening, move the Splash Screen to another monitor that has a different scale setting
3. Observe the result
Actual result: Splash Screen loading bar duplicates and shifts out of position(see the attached image or video)
Expected result: Splash Screen UI does not change when it gets dragged to another monitor
Reproducible with: 6000.3.0b3, 6000.3.0f1, 6000.4.0a5, 6000.5.0a1
Not reproducible with: 6000.0.62f1, 6000.3.0b2
Could not test with: 6000.2.13f1 (The Splash Screen keeps jumping back and forth, making it hard to see)
Reproducible on: Windows 11
Not Reproducible on: No other environments tested
{}Notes{}:
- You must "drop" the splash window on the other display and then click again to drag it back
* Dragging it back/forth without releasing the mouse doesn't seem to trigger the issue
Sometimes takes several (~4) tries of moving the Splash Screen to a different monitor to reproduce
